How can I improve city gas mileage on my ford f150?

I have a f150 four veer handbook with 5.4, I’m averaging 7-10 miles per gallon in town, but approx.16 mph on trips?? That’s a huge difference.
I’ve replaced the air filter, fuel filter, and plugs no help at all. I have 17inch all territory tires, would that make a huge difference, in fuel efficiency compared to fixed road tires? Luckily give 10 pts. for suggestions I have not thought of to boost gas mileage, delight help.
