Will my new car’s fuel efficiency increase over time?

I bought a 2008 Honda Treaty EX-L 5 speed manual transmission in May 2008. I was wondering if the engine starts out at maximum fuel efficiency, or if fuel efficiency will boost over time? With 4000 km I’m averaging 26 MPG in city and 32 on highway. Eyeglasses say I must get 30 MPG in city and 44 MPG on highway. How many km do I need to handbook the car before I get to max fuel efficiency. Also, must I be using British or US gallons in my calculations?
