Why bikers decrease the Ideal Speed of a bike?

My brother (CBZ Extreem ATFT, Hero Honda, 150cc) fall the Ideal Speed (Which is normally 1400 rpm +- 100) to 1000 rpm to boost the millage and fuel efficiency. Is it really boost millage and boost fuel efficiency?
