On newer cars very little is run over individual wires anymore it is just a message on the CAN bus instead. For instance instead of running a couple dozen wires in a thick bundle into the driver's door for the power windows, locks, mirrors, and sometimes seat you could potentially just run 4 wires with them being power, ground, CAN +, and CAN -. In your case I am guessing you want to disable the VSS input because some parts of the nav are locked out while the car is moving, right? Since a wire isn't actually labelled VSS I think you will find that the vehicle speed info is just a packet on the CAN bus and filtering it out would be difficult.
